IRS to refund some of 3% phone tax dating back to Spanish-American War

The IRS is refunding a tax to consumers and businesses from the 3% excise tax that was supposedly for the Spanish-American War. The date of the refunds are supposed to encompass March 2003 to mid-2006.
We’re not exactly sure why they they picked March of 2003 and not January, but some money is better than none. We wonder how much of this has been squandered on useless projects that could have been better spent even if it wasn’t refunded and instead better managed. Oh well.
